Digital sensors generate noise (speckles, streaks, etc) for a variety of reasons. On this page we explore the reduction of chroma (color) noise in Adobe Camera Raw.

Noise reduction for chroma noise generally does not impact acuity / micro contrast, unlike the reduction of luminance (brightness) noise (your author finds most luminance noise reduction unacceptable). The implication is that chroma noise reduction is a realistic approach to raw file conversion as a matter of course for high ISO images.
