Noise: 15 Seconds, Near-Optimal Exposure (Rock Creek, Late Dusk)

Update 16 Jan 2018: Nikon has issued a firmware updater the is claimed to fix the serious image quality damage of long exposure noise reduction.

Here the Nikon D850 is shot with a 15 second exposure at late dusk, with a nearly optimal exposure (see the RawDigger histograms).

How does the D850 hold up compared to the gross underexposure in Noise: 30 Seconds, 3-stop Underexposure (Rock Creek, Late Dusk)?
