Downsampling reduces digital artifacts and generally increases per-pixel quality in every way. It is another way of comparing cameras with two different resolutions. In particular, a higher resolution camera when downsampled to a lower resolution and given appropriate sharpening should outperform on a per-pixel basis, all other factors being equal.
