Shooting at base ISO 100 with ideal ETTR exposure is always preferred, but shooting at higher ISO can become necessary, e.g., handheld shooting and/or keeping exposure times (even on a tripod) from becoming too lengthy.
This page evaluates whether it is better to raise the ISO in camera versus shooting at base ISO 100 with a push during raw conversion. Which approach delivers the best image quality? In-camera processing for high-ISO presumably should bring to bear all the smarts the camera designer has to offer, including (potentially) characteristics of a particular sample of the sensor.
